Carla Quann is the director of juvenile services and community relations for the Volusia Sheriff’s Office, where she is responsible for day-to-day operations of the Volusia Family Resource Center (VFRC), a comprehensive juvenile assessment center that combines resources from several state and local agencies.
Prior to joining VSO in 2017, Quann spent 10 years working for the Daytona Beach Police Department in multiple roles, including coordinating the department’s federally funded Weed and Seed program, obtaining federal grant money for school resource officers in all Daytona Beach schools, and overseeing the Department of Juvenile Justice’s juvenile electronic monitoring program in Daytona Beach.
In addition to serving as the initial point of contact for all law enforcement encounters involving juveniles, Ms. Quann’s current role at VSO includes coordinating resources from partners including DJJ, Volusia County Schools, Halifax Behavioral Services, Hope Florida and the Children’s Home Society. She also coordinates a wide range of community engagement and outreach efforts for children and families in need.
Ms. Quann currently oversees DJJ contracts providing countywide juvenile electronic monitoring, a pre-arrest juvenile civil citation program, and call center screening encompassing Volusia, Flagler, Putnam, and St. Johns counties. She also serves as Sheriff Chitwood’s designee on the Juvenile Justice Circuit Advisory Board for the 7th Judicial Circuit, the DJJ Juvenile Council, and DCF’s Volusia County Community Pilot Program.
