UPDATE: Counterfeiting Ring Dismantled, Members Charged With Racketeering Image

UPDATE: 6/19/19: A continuing Volusia County Sheriff’s Office investigation into counterfeiting activity discovered in the Orange City area last summer led to the identification of 11 members of a criminal enterprise involved in counterfeiting, money laundering and theft.

Today, 9 of 11 members of the organization have been arrested on various charges (in some cases, multiple counts) including racketeering, conspiracy to commit racketeering, counterfeiting and/or theft. Those taken into custody during “Operation Wild Bills” are:

  • Frederick Joseph Paqua, ringleader* (DOB 1/11/1963): racketeering, counterfeiting, make/possess counterfeiting tools, uttering forged bills, grand theft, principal to petit theft.
  • Tiffany Ann Timmerman* (DOB 11/28/1983): racketeering, conspiracy to commit racketeering, uttering forged bills, principal to counterfeiting, petit theft.
  • Joshua Howard Huebner* (DOB 7/18/1988): racketeering, conspiracy to commit racketeering, counterfeiting, passing a counterfeit bill with intent to defraud, principal to petit theft.
  • Bryan Carroll Bledsoe (DOB 1/14/1974): racketeering, conspiracy to commit racketeering, principal to uttering forged bills, principal to grand theft.
  • Lorri McCoy Barbee (DOB 8/19/1952): racketeering, conspiracy to commit racketeering, counterfeiting, passing a counterfeit bill with intent to defraud.
  • Tina Marie Giovino (DOB 6/23/1978): racketeering, conspiracy to commit racketeering, counterfeiting, possession of counterfeit bills, principal to uttering forged bills, petit theft.
  • Hope Nicole Lawrence (DOB 1/27/1987): racketeering, conspiracy to commit racketeering, principal to passing a counterfeit bill, principal to grand theft.
  • Catherine Renay Harris (DOB 11/17/1961): racketeering, conspiracy to commit racketeering, principal to passing a counterfeit bill, principal to grand theft.
  • Thomas Alexander Urbanowicz (DOB 12/20/1969): racketeering, conspiracy to commit racketeering, principal to passing a counterfeit bill, principal to manufacturing a counterfeit bill.

Two members not in custody in Volusia County as of this writing are:

  • Richard Thomas Ferraro (DOB 5/21/1978): $100,000 bond
  • Audrey Rae Campbell* (DOB 3/09/1971): $20,000 bond

VCSO DETECTIVES SERVING EARLY-MORNING SEARCH WARRANT INTERRUPT COUNTERFEIT OPERATION IN PROGRESS

Volusia County sheriff’s detectives dismantled an active counterfeiting operation in the Orange City area early Wednesday – arriving around 5:30 a.m. to execute a search warrant and discovering several people in the process of printing fake money.

The operation is believed to be responsible for producing more than $100,000 in counterfeit currency since March. Six people were arrested on location (451 Foothill Farms Road, Orange City) on charges ranging from counterfeiting to narcotics possession, theft and probation violation. They are:

  • Frederick J. Paqua, 55 (DOB 1/11/1963): 1 count grand theft, 1 count counterfeiting, 1 count possession of forged notes, 2 counts uttering forged bills. 1 count possession of counterfeiting instruments, 1 count possession of narcotics paraphernalia.
  • Audrey Campbell, 47 (DOB 3/9/1971): 1 count counterfeiting, 1 count possession of forged notes, 1 count possession of counterfeit instruments, 1 count possession of narcotics paraphernalia.
  • Joshua Huebner, 30 (DOB 7/18/1988 – Happy Birthday):  1 count possession of heroin, 1 count possession of methamphetamine, 2 counts possession of a schedule IV narcotic, 1 count resisting an officer without violence, 1 count violation of probation reference fraudulent use of a credit card.
  • Virginia Jones, 33 (DOB 4/19/1985): 1 count of violation of probation reference retail theft. 
  • Tiffany Timmerman, 34, (DOB 11/28/1983): 1 count of possession of narcotics paraphernalia, violation of probation reference retail theft.
  • Stanley Jones, 31 (DOB 5/28/1987): 1 count resisting on officer without violence.

Wednesday morning’s search also resulted in the recovery of several items stolen in a recent residential burglary in Deltona, and a firearm that was reported missing in the Orange City area.

The investigation remains ongoing and additional charges are expected.
