Video: 14 Arrested During Joint Internet Predator Operation 'Travel to Gavel'

Fourteen men who traveled to meet a minor for sex ended up in the Volusia County Branch Jail during a 3-day undercover operation targeting Internet predators.
The 13- to 15-year-old boys and girls the defendants thought they were messaging this past Thursday, Friday and Saturday were actually undercover detectives.
The arrests included a 25-year-old Ocala man who accelerated his car into a deputy, fracturing his leg. In addition to his charges from the undercover operation, he was charged with aggravated battery and assault on law enforcement officers, aggravated fleeing with injury, and resisting arrest with violence.
Also arrested was a 45-year-old man visiting Florida on vacation from North Carolina with his girlfriend and 3 kids.

- Carlos George Guebara, 51, DeLand
- Kenneth Leon Baldwin Jr., 39, Daytona Beach
- Thomas Edward McKee, 39, Port Orange
- Patrick James Concree, 40, Kissimmee
- Francisco Javier Jurado, 33, Orange City
- Robert Scott Shipley Jr., 26, Vero Beach
- Joseph Alan Williamson, 55, Port Orange
- Joshua Lee Walker, 45, Lexington, N.C.
Operation Travel to Gavel was a joint effort of VSO with the North Florida Internet Crimes Against Children Task Force, Port Orange PD, South Daytona PD, Lake City PD, Marion County Sheriff's Office, FDLE, and the State Attorney's Office for the 7th Judicial Circuit.

CASE UPDATE (6/11/25): Mathieu Kouatonou, 29, Orlando, who was arrested during our Internet predator operation last week, has been additionally charged with 12 counts of possession of C.P.
Kouatonou was initially arrested after traveling to Volusia County to meet someone he thought was a 14-year-old girl for sex.
After his arrest, an extraction of his phones revealed multiple videos depicting children estimated to be between the ages of 2 and 10.
Kouatonou remains in the Volusia County Branch Jail with a total bond of $300,000.
