D1 was observed unresponsive in her driveway near the roadway by bystanders and her neighbor. V1, a child, was outside unsupervised due to D1 being unconscious due to drug use.

EVAC utilized Narcan on D1 and found V1 acting very abnormal. Both were transported to the hospital. D1 was treated and later transported to the VCBJ.

O1, who is V1's father, responded to the hospital. V1 was found to have cocaine in her system.  Director Quann and DCF were notified. DCF advised to release V1 to the custody of the child's father.

T/L- Since 06/30.  V1 is claiming that while he was in the hospital, he put his sister in charge of his possessions.  V1 said his sister subsequently loaned out his vehicle (which was OK at the time) to a known person (O1).

V1 said he now wants his vehicle back and has attempted to get it from O1, who is supposedly dodging V1.  Deputies located O1, who admitted to borrowing V1's car and added that he gave it back to V1. 

O1 continued by saying he then saw V1 lend it to someone else.  Deputies also contacted V1's sister who claimed to have never loaned out the vehicle and had no idea what V1 was talking about.  There may be some issues with V1's credibility here.

T/L- 09/14.  V1, who is a vendor at the flea market, advised that an unknown suspect had stolen her phone and that the incident was captured on video surveillance.

V1's husband called V1's phone (which was in D1's possession) and D1 agreed to bring it back.  Deputies contacted D1, arrested him for the applicable offense and took him to VCBJ.

T/L- 09/15 @ 0412 hours.  V1 has a RING camera inside her vehicle.  She received an alert message that an unknown suspect had entered the unlocked car and was rummaging through the console.

Instead of calling the police, V1's boyfriend decided to exit the location and tell the suspect to get out of the car.  The suspect did not need to be told twice and gladly fled the scene on foot prior to LEO arrival.

The investigation determined the only thing the suspect stole was a piece of candy.
